If you have a non-standard vehicle, it will need to be inspected by a Vehicle Safety Compliance Certification Scheme (VSCCS) licensed certifier to ensure it complies with NSW vehicle safety standards. 

Non-standard vehicles include: 

  • significantly modified vehicles
  • individually constructed vehicles
  • some imported vehicles.

Heavy vehicle modifications are inspected and assessed for compliance by VSCCS J&P certifiers. A heavy vehicle J code modification includes simple body mountings and a P code modification includes tow coupling, fifth wheel and king pin installations.

Before you make modifications to a vehicle, you should check the certification requirements with a licensed certifier. For example, you might need photos of the modification work, or bring the vehicle in for inspection at various stages during the modification process. Some minor modifications may not require certification.
